Welcome to the Gotham Knights Trophy Guide! The game is set in the Batman universe but you play 4 different heroes: Batgirl, Red Hood, Nightwing, Robin. The trophy list doesn’t lock you into playing a specific character or playstyle. You can pick whoever you like best, there’s nothing missable and nothing to look out for. Your character level is shared between all 4 heroes so feel free to switch between them, you don’t have to stick to the same one. It’s best to play through the story first because it gradually unlocks side activities tied to trophies. Then do the side content and collectibles, then mop up what you have left, then start New Game+ to increase the level cap for reaching max level. It’s a pretty fun and easy platinum. Everything can be done on the lowest difficulty and completely offline solo. The Batcycle time trials are also very easy and quick. Enjoy the game any way you desire.
Step 1: Finish Main Story (6 Hours)
For the first step, simply finish the Main Story. This will make available various Side Activities, Side Quests (“Villain Cases”), Collectible Types, and Enemy Factions – all of which are tied to trophies. After the story you will have access to everything. Nothing is missable, you can do everything after the story in Free-Roam. The difficulty you pick doesn’t matter, can do everything on “Very Easy”. You don’t need to look out for anything. If you already want to work on side activities as they become available, refer to Step 2 for a list of all side content.
There are only 8 Main Missions, a story-focused playthrough takes about 6 hours including all cutscenes:

Step 3: Farm 250 Crimes, get Enemy-Specific Trophies, Craft Full Legendary Set (5 Hours)
At this point you will likely still need the 250 Crimes, crafting a full Legendary Set, some of the “kill specific enemy type a number of times”, and getting 50 modchips from mod fusions.
You can combine all of this nicely. Keep grinding out random crimes until you have the trophy for doing 250 total. Doing the white crimes (small crimes) counts for the 250 total. In the end-of-night results screen it will only show the number of red crimes you did, but don’t be fooled by it, the white crimes are much quicker to do and are confirmed to count for the trophy. From doing all the crimes you should also get your remaining enemy-specific trophies. They also drop lots of mods to use for mod fusions.
For the legendary crafting materials, the best way is to do “High Difficulty” Premeditated Crimes to find “Gotham’s Most Wanted” enemies, they are rare spawns that drop around 250+ legendary crafting materials. Then use the legendary materials to craft a suit, melee weapon, ranged weapon.
If you like, you can actually combine some of this step with the 4th step in New Game+, but be careful to get the trophies tied to endgame enemies out of the way first (10 Man-Bats, killing enemies from late-game enemy factions). Otherwise, you’d have to replay all of the story in NG+ to respawn those enemies. Once you start New Game+ there’s no way to go back to your 1st playthrough save, so be very sure you got everything you want before continuing with Step 4.
Step 4: New Game+ to reach Max Level (2-4 Hours)
In the first playthrough the level cap was 30. To reach Max Level (40) you have to start New Game+ from the Title Screen, available after finishing the main story for the first time on any difficulty. All your progress carries over. However, once you start, it overwrites your story progress from the 1st playthrough and there’s no way back. To get from Level 30 to Level 40 you can either farm crimes in the open world or replay half the story. It should only take about 2-4 hours if you skip cutscenes.

Go to Gotham City General Hospital after visiting hours
Automatic reward for finishing Side Quest HQ01: Harley Quinn, 1.4- Chaos in General. The trophy unlocks automatically after you finish this Subchapter of the questline, after you finished the Harley Quinn boss fight.
Something in the Clay
Unearth a Villain who shouldn’t be in Gotham City
Automatic reward for finishing Side Quest CF01: Clayface, 1.1 – The Malleable Mugger. To start this quest, you must go to West End district and scan for crimes (press ). Some of the crimes will be Clay Mimics attacking pedestrians. Defeat them, they will melt and leave behind some clay on the ground. Collect the clay. Do this for 5 crimes/clay mimics. They will be by orange crime icons (instead of the white/red ones other crimes have). They spawn randomly, can be anywhere in West End, no fixed locations. The trophy unlocks when you have defeated 5 Clay Mimics and collected the samples from them.
The Show Mud Go On
Crash a film set and anger the director
Automatic reward for finishing Side Quest CF01: Clayface, 1.2 – Disturbance at Dixon Docks. The trophy unlocks automatically after you finish this Subchapter of the questline, after you finished the Clayface boss fight.
Rock and a Hard Place
Crack the case at Gotham Reservoir
Automatic reward for finishing Side Quest CF01: Clayface, 1.3 – Rumble at the Reservoir. The trophy unlocks automatically after you finish this Subchapter of the questline, after you finished the 2nd Clayface boss fight.
End of an Era
Complete all Villain Case Files
There are 3 Villain Cases (Side Cases) in the game:
- HQ01: Harley Quinn (automatic story unlock)
- CF01: Clayface (triggered by preventing crimes in West End district where Clay Mimics spawn)
- FR01: Mr. Freeze (automatic story unlock)
Simply complete all of these quests to get this trophy. None of them are missable, you can still do all of them after the story in free-roam.
The Batman Family
Play as Batgirl, Robin, Nightwing, and Red Hood
At your Headquarters “The Belfry”, simply interact with each character’s suit in the left corner to switch through all 4 of them. You don’t need to do anything with them, can stay in the Belfry and cycle through the characters. It only takes 30 seconds to do.
Practice Makes Perfect
Complete all 16 Training Area exercises
For this you must do the 16 Combat Tutorials, accessible via the workout equipment on the left side of The Belfry (headquarters).
Gotham City Confidential
Find all of Bruce Wayne’s hidden audio recordings
For this you must find the 12 Secret Caches.
These Collectibles are called “Secret Caches” in-game but in the trophy list they are called “Bruce Wayne’s Hidden Audio Recordings”. However, they are the same thing, each Secret Cache rewards you with one Audio Recording. After collecting them, they can be found under Database Menu > Collections > Bruce’s Audio Log.
They become available after finishing Main Case 01: Batman’s Last Case. They are marked on the map by white Box Icons. After doing all available ones, return to The Belfry (Headquarters) to spawn more of them. None of the Secret Caches are missable. You can still find all of them after the story in free-roam. They are all marked on the map.
Once you reach the location, step on the floor plate to trigger a time trial. You must run through all goals before time runs out. Then you see a marker for where the Cache is and can collect it.
Solid Alibi
Successfully protect Batman’s secret identity
For this you must solve the 5 side activities called “Secret Identity Compromised”.
Finding all Secret Identities unlocks the Solid Alibi trophy or achievement (Successfully protect Batman’s secret identity).
They are Collectibles that become available after Main Case 01: Batman’s Last Case. They can then be found at any time. None of them are missable. You can still get all of them after the story in free-roam.
They are marked by white icons on the map, called “Secret Identity Compromised”. To complete them you must interact with a wall terminal to place fake data about Bruce Wayne, to give him an Alibi and protect his Batman identity. You have to do this without being spotted – you can’t be seen by enemies, cameras, or step on floor-alert-panels. If you get spotted, the activity becomes unavailable until the next night. But an easy trick is to immediately close the game and continue from the title screen, then it should set you back before attempting the activity and you can retry. You can also go back to The Belfry (Headquarters) to skip to the next night and then immediately try again. This goes quicker after unlocking the Fast Travel Points, so you don’t need to manually drive back to the location if the attempt failed.
After finishing one Secret Identity event, you must return to The Belfry (Headquarters) to make the next one spawn.
Bat Out of Hell
Complete every Batcycle time trial
Gotham Knights has 7 Batcycle Time Trial Locations. Completing all Batcycle Time Trials unlocks the Bat Out of Hell trophy or achievement.
They become available after Main Case 03: In the Shadows. Then they will be marked on the map by white icons. It only spawns one at a time, after you complete one you must return to The Belfry (headquarters) to make the next one spawn.
If it says “Too Many Ongoing Crimes” you must first prevent other crimes in the district, particularly the ones marked red/orange. The first one in North Gotham won’t start if you haven’t prevented the crime related to Harley Quinn’s first Villain Case (marked orange in Robinson Park). After doing that one you can start the Time Trial, but if you already did it earlier you shouldn’t have this issue.
None of the Time Trials are missable! You can still do all of them after the story in Free Roam. They are short 1-2 minute checkpoint races with the Batcycle. Each checkpoint increases your available time. There are also purple “bonus time clocks” along the path, collecting them gives you more time and makes it easier. If you run out of time, it will fail the challenge and you must drive back to the start. The time requirements are very easy to complete. It does not require perfect driving, you can make plenty of mistakes and still finish in time. The races are also very short.
Knighthood
Reach Knighthood with Batgirl, Robin, Nightwing, or Red Hood
To reach Knighthood, open the “Challenges Menu” and click on the “Knighthood” Challenges. It will show the requirements, they are the same for each Character:
- Complete Timed Strike Training – can be started at The Belfry, in the training exercise area
- Stop 10 Premeditated Crimes – these are the red crimes, collect clues to unlock them on the map at next night’s patrol, or scan for them/interrogate informants during current night
- Defeat 3 Minibosses – you should automatically encounter them while preventing 10 Premeditated Crimes
After doing all 3 Challenges, go back to The Belfry (headquarters) and you will see some objects are marked with your character’s icon. Interact with all of them around The Belfry. Lastly, you will have to interact with the mask of Batman, next to the big door through which you exit The Belfry. After this you get a short cutscene and your reach full Knighthood.
A Worthy Successor
Unlock the final Knighthood Ability tier for any member of the Batman Family
To pop this trophy you must buy all “Knighthood” abilities in the “Abilities Menu” (7 total). This costs Skill Points. You must have reached Knighthood first, see the above trophy Knighthood on how to do that.
If you already reached Level 30 and spent all skill points, you can get more skill points in New Game+ which raises the level cap to Level 40 and gives you enough points to buy all remaining skills. Or you could simply switch to another character and unlock their Knighthood, then buy the skills with them.
First Step Into the Knight
Unlock an Ability for the first time
Automatic story-related trophy, cannot be missed. During Case 01, after reaching The Belfry (headquarters) for the first time, the game force-opens the Abilities Menu and requires you to buy the “Perfect Evade” skill to advance to the next objective. This will be your first trophy in the game. You can always buy more abilities from the ability menu afterward. You get ability points by leveling up.
He’d Be So Proud of You
Reach the maximum level as any member of the Batman Family
During the first playthrough the level cap is 30. After finishing the story, you can start New Game+ from the title screen. This can be combined with doing 250 crimes or even hunting collectibles because they all give XP. Alternatively, you can replay the story if you like. It will only take a few hours in New Game+ to reach Level 40.
A Momentum Occasion
Unlock all Momentum Abilities as Batgirl, Robin, Nightwing, or Red Hood
This is unlocked by doing all 4 of the “Momentum Abilities” Challenges for one character, found in the “Challenges Menu”. These a little tasks, requiring you to defeat specific types of enemies and stopping specific types of crime. The challenges are the same for each character:
- Guard Breaker – Defeat 5 Freaks Bulldozers: The Freaks faction is found across all of North Gotham, they are the big guys with shields.
- Ferocious – Defeat 15 Feral Talons: The Feral faction is found all across North Gotham and Tricorner Island, but is also part of the premeditated crimes “Owl’s Nest”. They are the quick “monster-like” enemies that require you to hold to stun them with a shot.
- In Plain Sight – Defeat 5 League Shadows Assassin: You meet these enemies as part of the story. Then they can be found in Tricorner Island district. They are the quick Assassins with Katanas that disappear and reappear to ambush you in combat.
- Shadowed Perk – Clear 2 Owl’s Nests: The Owl’s Nests are a type of premeditated crime, available after doing Main Case 02. Best way is to prevent a few crimes to collect clues, then go back to Belfry to advance to the next night. Check if it spawned any of these and repeat.
These challenges become available gradually through story progress, after you’ve met the respective factions and enemy types. For this trophy you only need to do all Abilities Challenges with ONE character! You don’t need to do for all of them.
You can check how many Momentum Abilities you have unlocked and how many are remaining under “Abilities Menu” > “Momentum Abilities”. The ones you unlocked also show up in the bottom right corner of the screen.
Unstoppable Force
Unlock all four Momentum bars as Batgirl, Robin, Nightwing, or Red Hood
Unlocks upon reaching Character Level 20.
You will get this naturally over time while leveling up and completing Momentum Challenges and reaching Knighthood. Don’t worry about this, on your way to platinum it will come automatically from general progression.
Family Meeting
Defeat 30 Mob Godmothers
Godmothers are minibosses from the “Mob” faction. They are big women that have more health than normal enemies:
You can find them at randomly spawning crimes in districts where the Mob is present. The gangs change their districts each night, but you can scroll over the map to see their icon.
You will likely get this while doing 250 crimes for Expert Crime Fighter. If you don’t have it after that, go to the districts where the gang is present and do all crimes there. Then return to the Belfry to respawn them in different districts and repeat.
Shock Til They Drop
Defeat 45 Regulator Shockers
Shockers are minibosses from the “Regulator” faction. They are big guys that use electric attacks, usually punching the ground with an electric slam:
You can find them at randomly spawning crimes in districts where the Regulators are present. The gangs change their districts each night, but you can scroll over the map to see their icon.
You will likely get this while doing 250 crimes for Expert Crime Fighter. If you don’t have it after that, go to the districts where the gang is present and do all crimes there. Then return to the Belfry to respawn them in different districts and repeat.
Drone You Out
Defeat 30 Regulator Drone Masters
Drone Masters are minibosses from the “Regulator” faction. They are the enemies that summon drones:
You can find them at randomly spawning crimes in districts where the Regulators are present. The gangs change their districts each night, but you can scroll over the map to see their icon.
You will likely get this while doing 250 crimes for Expert Crime Fighter. If you don’t have it after that, go to the districts where the gang is present and do all crimes there. Then return to the Belfry to respawn them in different districts and repeat.
Bulldozed
Defeat 30 Freaks Bulldozers
Godmothers are minibosses from the “Freaks” faction. They are the guys with big shields:
You can find them at randomly spawning crimes in districts where the Freaks are present. The gangs change their districts each night, but you can scroll over the map to see their icon. Freaks are usually found at Robinson Park in the north of the map but can also spawn in other districts (randomly changes each night).
You will likely get this while doing 250 crimes for Expert Crime Fighter. If you don’t have it after that, go to the districts where the gang is present and do all crimes there. Then return to the Belfry to respawn them in different districts and repeat.
Out of Their League
Defeat 30 Freaks Bulldozers
Assassins & Rocketeers are the basic enemies from the “League of Shadows” faction. They are the weakest/most frequent enemies from this faction. Assassins use smoke bombs to disappear and reappear and will attack with a katana. Rocketeers shoot rockets at you from afar.
You can find them at randomly spawning crimes in districts where the League of Shadows is present. The gangs change their districts each night, but you can scroll over the map to see their icon. They are first encountered during Main Case 04 and will start spawning in the open world later.
You will likely get this while doing 250 crimes for Expert Crime Fighter. If you don’t have it after that, go to the districts where the gang is present and do all crimes there. Then return to the Belfry to respawn them in different districts and repeat.
The Man-Bat Family
Defeat 10 Man-Bats in Gotham City
Man-Bats are special endgame enemies from the “League of Shadows” faction. They are big bat monsters, they only spawn after Main Case 07.
After defeating the first Man-Bat in Main Case 07, the story wants you to defeat 3 more (mandatory to advance the story). This means from the story you automatically kill 5 Man-Bats, that leaves only 5 more for the trophy.
After finishing the story they can randomly respawn on the rooftops where they were during Main Case 08
They will bere if you see a dark fog / smoke coming from the rooftops of these buildings. However, this is random and they don’t always spawn. Just keep checking back there until one spawns.
Alternatively, a reliable method is to play through New Game+ again. You will kill another 5 during the NG+ playthrough, which brings you to 10 total and you’ll get the trophy that way. But because the Man-Bats are at the very end of the game (Case 07 & 08) you’d have to replay the entire story, which takes about 3 hours when skipping cutscenes.
Talonted
Defeat 40 Feral Talons, 25 Gladiator Talons, and 15 Hunter Talons
Feral Talons, Gladiator Talons, and Hunter Talons are all enemies from the “Court of Owls” faction. Feral Talons are the most common enemy from this faction, frequently encountered wherever the faction is. Gladiator Talons are shielded versions wielding a mace. Hunter Talons are a mix of Talon & Ninja, they use two daggers to attack.
You can find them at randomly spawning crimes in districts where the Court of Owls is present. They are first encountered in Main Case 03, after that they can be found in the open world. The gangs change their districts each night, but you can scroll over the map to see their icon.
You will likely get this while doing 250 crimes for Expert Crime Fighter. If you don’t have it after that, go to the districts where the gang is present and do all crimes there. Then return to the Belfry to respawn them in different districts and repeat.
In Your Element
Inflict Elemental Effects on enemies 50 times
There are 5 Elemental Effects: Incendiary, Frost, Electric, Toxic, Trauma. When you attack enemies with elemental weapons, you can see an “element icon” fill up above their heads. When it’s full, the effect triggers.
You deal Elemental Damage by equipping weapons that have one such effect. In the Loadout section they will have an elemental icon to the right of their Power Rating, whereas weapons without an effect have no elemental icon.
The best element for this is Electricity because it builds up very fast and can stun many enemies close together when it’s triggered. Equip a ranged weapon with 2 Mod Slots and with Electric Effect, if you don’t have one go to the Crafting Table at Belfry to check if you can make one. New craftables become available with each level-up. Now equip 2 Mods that increase “Elemental Effect Buildup”. You equip those under Gear Menu > Mods (or select your weapon and press on it). Make sure the Mods you choose say “Elemental Effect Buildup”. You don’t want ones that increase Critical Damage as that wouldn’t be helpful for this trophy. Ranged weapons work best due to the fast hitrate. Red Hood is a good character for it because his pistols shoot quickly, but you can use anyone else too.
If you don’t have a ranged weapon with 2 Mod Slots and Electric Element, you can try with another Element or with 1 Mod Slot. But it will take a bit longer this way. Weapons with multiple Mod Slots are definitely best because the Mods make a huge difference. Without Mods the elemental effects rarely trigger. At higher levels the Mods are stronger and improve the Elemental Buildup more than at lower levels. Meaning, this gets easier at higher levels. So just equip an Elemental weapon with Elemental Mods and keep playing, then the trophy will come naturally after a while.
Claiming the Mural High Ground
Discover all the murals for Tim’s Gotham City Street Art project
Gotham Knights has 12 Street Art Locations (Murals). Finding all Street Art Murals unlocks the Claiming the Mural High Ground trophy or achievement. They are called “Street Art” in-game but “Murals” in the trophy description.
These Collectibles are all found in the open world and available from the start of the game. They can be collected at any time. None of the Street Art Murals are missable. You can still get all of them after the story in free-roam.
You can scan for them with to see their orange outlines. This makes them easy to spot when you’re close to them. They look like big graffiti artwork on the walls of buildings. Then hold to aim at them with the scanner, it takes 2 seconds to scan and then it will count as collected.
History Major
Locate all Landmarks of Gotham City
Gotham Knights has 40 Landmark Locations. Finding all Landmarks unlocks the History Major trophy and achievement. They are little badges on the side of landmark buildings. They are all found at the street level, never high up on roofs. They are usually buildings with a name on the map.
None of the Landmarks are missable. You can still get all of them after the story in free-roam. The entire map is open from the beginning so you can start collecting right away. The collectible progress also carries over into New Game+.
You can keep track of which districts you completed by scrolling over them on the map. In the bottom right corner it shows the 4 collectible icons. If you found all of a type in that district, it gets a green checkmark. This way you know you got everything. You can also keep track of your total progress under Challenges > Collectibles > Landmarks of Gotham City challenge.
Batarang Collector
Retrieve every hidden Batarang in Gotham City
Gotham Knights has 60 Batarang Locations. Finding all Batarangs unlocks the Batarang Collector trophy and achievement. They are bat-shaped boomerangs with a blue glow. There are 12 Batarangs per district. There are 5 districts, consisting of 2-3 subdistricts each.
None of the Batarangs are missable. You can still get all of them after the story in free-roam. The entire map is open from the beginning so you can start collecting right away. The collectible progress also carries over into New Game+.

Prevent 250 crimes in Gotham City
While free-roaming press to scan for nearby crimes. These are randomly placed and change every night. They don’t have fixed locations. There are almost always a few within 200 meters of you. They will be marked by little triangle icons after scanning for them.
For this trophy it counts the “small crimes” with white icons as well as the “premeditated crimes” with red icons, and also the orange quest-related crimes. The ones with white icons are much faster to do.
You can find plenty of crimes each night. When there are no more crimes, return to Belfry to make new ones spawn. It’s best to keep this trophy for last. You will have to prevent plenty of crimes as part of main- and side quests and challenges. After you have all other trophies this should take another 2-3 hours to farm (if you’d try to farm it at the start of the game it would take 4-5h). When you put the game on ‘Very Easy’ difficulty you can finish 1 of the white crimes per minute including travel to the next crime.
Note: When returning to Belfry, in the results screen it only counts the premeditated crimes you completed that night, BUT for this trophy the white-icon crimes are confirmed to count too. So don’t be fooled by those result screen stats, they don’t properly track the “white” crimes you complete but the trophy tracking works fine and counts them correctly. The trophy pops immediately when you did the 250th crime, no need to return to Belfry for it to pop.
Read Owl About It
Collect all missing pages from the mythical Historia Strigidae
Gotham Knights has 42 Historia Strigidae Page Locations. Finding all Historia Strigidae unlocks the Read Owl About It trophy and achievement. They become available after finishing Main Case 02: The Rabbit Hole. Their locations are indicated by glowing white triangles that you can spot with your scanner. Then you have to find a white “x” icon on a wall to find the Historia Strigidae Page.
None of the Historia Strigidae are missable. You can still get all of them after the story in free-roam. The collectible progress also carries over into New Game+.

The white “x” spot that holds the Historia Page is often on a roof, not at the street level. When you approach the wall with the “x” you must hold to retrieve the page. Then it counts as collected.

Successfully stop all Premeditated Crimes in a single night
“Premeditated Crimes” are marked red on the map (after discovering them). The most reliable method is to prevent random crimes to gather clues. Your total number of collected clues will show in the top right of the map screen (red number). After you reached the limit and the clue number stops to increase, go back to The Belfry to skip to the next night. The clues you collected will mark next night’s Premeditated Crimes on the map. Now in the next night do all Crimes that got marked. If it doesn’t pop after doing all the marked ones, there may be some more on the map, in this case drive everywhere while constantly scanning for crimes near you, or interrogate informants from enemy factions. The trophy pops immediately after doing the last available red crime, no need to return to The Belfry to unlock it.
It doesn’t work if you only collect 1 clue and then only do the 1 crime that gets marked the next night. You have to do all available red crimes that spawn on the map in 1 night. They change their locations each night, it’s random. But collecting the clues dropped by enemies in previous night will automatically mark them.

Complete 50 Challenges
Challenges are found in the “Challenges Menu” (hold the Touchpad to open). There are various categories, including: Mission-specific (mandatory to advance Main- and Side Cases), Momentum Abilities (to unlock new abilities), Knighthood (to unlock new knighthood skills), Basic Training (combat training), Gotham’s Most Wanted (defeat enemies at ‘Very High difficulty’ crimes), Crafting (craft certain types of gear), Collectibles (you need these for other trophies anyway).
You don’t need to worry about this trophy at all. On your way to platinum this will come automatically! You get a lot of Challenges automatically from the Story and Villain Cases, they are actually mandatory main objectives but the game classifies these main objectives as ‘challenges’. Then the rest will come automatically from getting the Collectibles, doing the Knighthood Challenges and Basic Training challenges – all of which you need for other trophies. And to unlock all Basic Training Challenges you will have to get all Momentum Abilities as well.
You can always check the Challenge requirements in the Challenge Menu. They are short tasks, most of which you do naturally without even knowing about them. 50 sounds like a lot but there are vastly more challenges in the game.
Fusion Expert
Acquire 50 Modchips via mod fusion
Go to Gear Menu > Mods Menu > Fuse Modchips > select 4 Mods with x and then hold x to acquire a new Modchip from fusing them together. Do this to get 50 mod chips from fusion.
They are constantly dropped by enemies and from rewards at higher difficulty crimes. This will likely be one of your last few trophies, but after having farmed 250 total crimes you should have a lot of unused mods you can use for fusion.
Dressed to Impress
Craft a complete set of Legendary equipment (Suit, Melee Weapon, Ranged Weapon)
For this you must craft 1 Legendary (Yellow) Gear in all 3 Categories: Suit, Melee, Ranged.
After reaching Level 30, go to the Crafting Station at The Belfry (headquarters). You should have at least 1 Legendary Craftable available in each category when you’re Level 30 (if for some reason you don’t, reach Level 40 in New Game+ first and you’ll unlock even more craftables).
To craft legendary items you need legendary resources. To get these, defeat “Gotham’s Most Wanted”. They spawn randomly during High Difficulty Premeditated Crimes (red crimes). You can see them in the Challenges Menu > Gotham’s Most Wanted. They are random spawns. During some High Difficulty Crimes they will spawn, but it’s rare. When scrolling over a red crime on the map it shows the difficulty (easy, normal, high, very high). The ones that aren’t Very High never spawn these special enemies.
Alternatively, you sometimes get legendary crafting materials from doing the Contacts Challenges (Challenge Menu > Contacts > scroll over the available ones to check rewards if it shows a legendary/yellow resource icon), but this is random and not guaranteed. The Contacts Challenges unlock by talking to the people marked on the map, they become available gradually over the story.
